Information on Age-Based Classification in MHRS Gynecology Appointments
The implementation of age-based guidance in gynecology outpatient appointments via the Central Physician Appointment System (MHRS) has recently sparked public debate. As the Turkish Society of Gynecology and Obstetrics (TJOD), we find it necessary to explain the medical and ethical rationale behind this regulation.

Scientific Basis and International Approach
The World Health Organization (WHO) defines the age range of 10–24 as “young people,” encompassing adolescents aged 10–19 and young adults aged 20–24. When it comes to healthcare services for this group, WHO promotes the principles of:
Age-specific service delivery
Privacy and informed consent
Respect for confidentiality
Holistic support
The age-based notification system in MHRS is aligned with this international approach, aiming to:
Prevent young women from being referred to inappropriate units (e.g., menopause, infertility clinics),
Ensure access to the most appropriate unit based on their medical needs.

⚕️ Marital Status and Examination Practices
Marital status information is not automatically included in the system, and no one is questioned about “virginity.”
For individuals under the age of 25:
Married women can be directly referred to the relevant clinics.
In the case of unmarried women, if a vaginal examination is deemed necessary, it is carried out by the physician after obtaining informed medical consent.
This regulation does not exclude any individual from receiving healthcare; it simply aims to direct patients to the appropriate clinic for their needs.
